Perhaps a stretch for Country Blues related but...
Lewisohn Stadium on the Harlem Campus of City College was a famous venue for, concerts often groundbreaking like this one, and often geared towards a left wing audience. The Concerts were either free or very inexpensive. Boy, that one is a winner, Prof.! What a great signature lick! I don't know this guy at all. Do you know where he's from? Sounds like it might be New Orleans.

That should be Victory Rag. It's also done as an autoharp showpiece, initially by Maybelle Carter, then popularised by Mike Seeger with the NLCR.
