Vocalion's 1937 Hot Springs session did record a couple of Shreveport-area blues singers, Three-Fifteen and his Squares and Tommy Settles. The latter also recorded for Paramount.

Are you referring to "Jazzbo" Tommy Settlers, or is there a separate blues singer named Tommy Settles?

Yes, same person. His name is spelled differently on Paramount's releases but it's the same artist. Plays a kazoo.

The act of being recorded back in the day was an act of pure dumb-luck serendipity. No reflection on a musician's ability, but just being in the right place at the right time with the right material... .

Exactly. I think personal ambition also played a big factor. The guys who got recorded probably tended to seek out record stores and distributors to audition, rather than waited to be "discovered" by word of mouth (though that happened, too).

Undoubtedly there was a lot of interesting talent in Louisiana that never got a chance.

first of all, there had been a lot of Louisiana musicians during the prewar aera, but their traces are hard to find, because there hadn't been too much field trips down there, so many artists recorded in Chicagom Grafton, San Antonio...
Following musicians ought to be from Louisiana: Big Boy Knox, Kingfish Bill Tomlin, Ann Belle Coleman, Piano Kid Edwards, Little Brother Montgomery, Ida Mae Mack ( born in Louisiana), Charley "44" Taylor ( maybe born there), James "Boodle it" Wiggins, Will Ezell, Elzadie Robinson, just to name a few..
