Who is this guy? According to the liner notes off the album "Mississippi String Bands And Associates" it's a pseudonym. I thought it could be Sam Chatmon (cause his photo is on the cover) but under the Mississippi Blacksnakes recording session info it reads "possibly Sam Hill or Sam Chatmon, guitar"

There are two four tracks from Sam Hill from Louisville:

It's Gonna Stare You In The Face
Near The End
You Got To Keep Things Clean
Things 'Bout Coming My Way

No idea what BGR says about the session, but based on what I can hear, I'd say Walter Vincson is singing and playing guitar on all four with Charlie McCoy playing mandolin on the Near The End and 2nd guitar on the others.

DGR says: "Brunswick files identify 'Sam Hill from Louisville' as 'Walter Vincent'".  The accompanist on all four sides is identified as Charlie McCoy, just as Frankie says.

Walter Vincson = Walter Vinson = Walter Vincent = Walter Jacobs (not THAT one.. the OTHER one) = Sam Hill

But according to Document Records it's not Walter Vincson singing but playing guitar behind "Sam Hill From Louisville"

I think it's safe to charitably describe the session information on the Document CD as "out of date."

I think there's an assertion in the liner notes to volume 3 or 4 of the Mississippi Sheiks that Bo Carter is singing and playing guitar on most of those cuts and impersonating Walter Vincson. I don't see how anyone could really come to THAT conclusion, but whatever.
