It is definitely an academic article (meaning it might not be to everyone's taste), focused on the language Jefferson uses in his lyrics that can be classified as visual and by extension related to his blindness. Frankly, I think there is a certain amount of reaching in the analysis: just because a word connotes some visual element does not mean it is a comment on or a clue to his blindness.

How much are they charging for the article? Better to buy the whole back issue of Black Music Research Journal Vol 20 No. 1 Spring 2000, since you get the article plus the articles by Alan Govenar, Kip Lornell and David Evans. Then you are getting your money's worth.

I think they charge a subscription and then you get access to all articles. To be able to view the article offline there is an extra fee.
